It really depends on the species of bees, for example, bumblebees are really tough and they have more chances to fly while is rainy and windy, but also depend on the amount of rain, if it is a light drizzle they are more likely to fly rather than during a storm.
For example, the Irish honeybees which have been adapted to living in the Irish weather and climate over centuries, they are more likely to fly in the rain than my Italian honeybee species, which is mainly adapted to sunny and dry weather.
